Our main priority continues to be meeting the essential livelihood needs of all individuals. The provision of employment and income is the most urgent requirement of the people who live on this island. Wealth creation will be the underlying overreaching and ever present priority of a Montserrat Democratic Party government through a combination of private and public investment.
Getting this investment for housing and economic development requires legislation to deter expose and punish corruption. The Montserrat Democratic Party continues to pledge for the enactment of effective legislation for integrity in public office.
We plan to complete the restoration of infrastructure and economic activities that will make our community sustainable and prosperous. Our guiding principles will be vision, action, trust and integrity. We wish to be known as the party that cares about and is fair to everyone.
We pledge to provide leadership that is based on selfless service, integrity and respect. We intend to work as a team, and to utilize the technical skills and experience of civil servants, private sector experts and overseas consultants, to bring about a reform of our economy. Reform is required to bring more of our people back home, and increase our population. We want Montserrat to be a country where every person is encouraged and assisted in achieving their full potential. a country where members of our diaspora overseas, are encouraged to have meaningful participation in the affairs of our homeland.

I wish to thank you for the privilege of serving you as a legislator for the past 8 years, and as Chief Minister for the past 3 years.
I now ask you once again, to vote for me, to be one of your representatives in the Legislative Council of Montserrat, and to be part of the new government of Montserrat, if the other elected members so decide.
I believe that my record of service to the Montserrat Community and the training and experience that I have gained as a senior public servant, a legislator and Minister of Government, provides me with the competence to continue representing you at home and abroad. read more>>>>
Independent Candidate 2009
Dr Lowell Lewis has been Chief Minister of Montserrat since June 2006 , first in coalition with the New People’s Liberation Movement (NPLM) and independent legislator Mr David S Bandt, until March 2008. He then reshuffled Executive Council, and continued as Chief Minister in coalition with the Movement for Change and Prosperity and previous Chief Minister and leader of NPLM, Hon Mr John Osborne. He has held the portfolios of Chief Minister, Minister of Finance and Economic Development , Immigration, Labour, Youth Affairs, Culture, Tourism and Sports. The Montserrat Democratic Party has not been able to attract five candidates who could form and effectively manage a Government of Montserrat. We will therefore not be presenting a team at the coming general elections.
After serious contemplation, my supporters and I have decided that I should participate as an independent candidate. We will continue to exist as a political party, and attempt to rebuild it as a permanent political institution for those people of Montserrat who share our philosophy and values.
